Pan-European Mapping Studies
We are delighted to present the executive summaries of four pan-European mapping studies that were commissioned by the Foundation. They review existing efforts to monitor incidents of antisemitism and racism and social action projects aimed at challenging and preventing prejudice. The mapping studies were completed in July 2007 and we hope that the summary reports will be useful for other funders, researchers and organizations active in the field of preventing prejudice and discrimination.
Monitoring
The study carried out by Peer Baneke and Bill Seary, freelance consultants with extensive experience in the governance and management of NGOs, summarized the nature, scope and focus of monitoring operations across Europe and posed the following questions:
- What monitoring is currently being done on a national and European level?
- Who is involved in monitoring racism?
- What are the problems associated with existing monitoring provisions?
- To what degree does standardization exist at the European level? Is it being applied? If so, by whom and for what purposes?
To answer these questions, the study explored existing means used to gather data, the methodologies employed, the quality of the reports issued, and their impact on public policy.

Social Action
The three mapping studies sampled the activities of NGOs in Europe at the grassroots communal, national and pan-European levels. They were carried out by the Centre for Urban and Community Research at Goldsmiths College, London, the European Forum for Migration Studies at Bamberg University and Peer Baneke and Bill Seary, freelance consultants.
The researchers identified and studied the following specific areas of primary importance:
- legal measures to fight antisemitism, racism and xenophobia
- educational resources for building tolerance
- inter-faith youth dialogue
- cultural activities celebrating difference and diversity
- activities aimed at influencing legislation at the national and European level
- civil and human rights work to promote and safeguard religious pluralism, freedom of speech and information as well as religious and cultural rights
